I prefer to upgrade rares a lot more often then I reforge. Reforging is my "last resort" because of how expensive it is. Yes you can't get ancient/primal this way, but you can get the stats you need (element/crit/crit) which is more important on amulet (cause crit/crit rolls 10/100, which it can on no other gearpiece).
although if you have a set amulet, I don't reforge those, I convert set item in the cube.
